Unless Engagement plans see real time operating actions, they get viewed as oral placebos administrated to temporarily calm down medical attention seeking patients (you may read as employees' administered empty promises to temporarily hold them and their emotions back)
You may temporarily calm down a Disconnected or Disengaged Employee. Even temporarily succeed in holding back his plans to exit. The 'But' leader however will lose employee confidence soon enough if he is unable to covert his verbal Engagement broadcasts and proposed plans into live employee experiences. Better he not have promised than to have promised and not delivered.
'But' used often by the Leaders to explain away Employee Engagement programs, plans, promotions etc aborted and not executed tend to get such leaders labeled by people as 'Butt' Managers.
Placebo Engagement programs give no results. Culture, Morale , Employee Connections, Employee Engagament and business health cannot be left in the hands of such a 'But' Manager who at best would safe-guard his own butt in moments of organisational crisis.
Call out the 'BUT' Manager early and start kicking 'Butts' before the entire organisation culture becomes complacent and accepts the idea that ..." yahaan to aaisey he chalta hai".
